Try taking the racks out and twisting the base slightly. Test after each slight twist until it sits flat. Hope this helps.

Yes, it does! It even holds file folders. I love it with everything at my fingertips and the students don't knock it off my desk like they did with my others!

Mine is 10" tall at the back, 5.5" tall at the front, 11 3/8" deep front to back, and 12.5" wide. Mine looks like the one in the picture you have.
