Q: Does it come with the pins?

Mine didn't but they have them for reasonable. They make quality parts. I'm very satisfied with them.

Q: Is the dimension of the outside of the clasp? Ex. the 18mm is the outside whereas the inside dimension is 16mm.

Mine is 18mm but, measure your band to be sure it didn't taper. I neglected to and move tapers grub 18mm to 16mm so I have an 18mm clasp sitting in the drawer haha!

Q: How does the sizing work? What size clasp should I order for a 22mm Fullmosa Stainless Steel Watch strap?

You'll need to measure the width of your strap/bracelet at the point where it connects to the clasp. Straps and bracelets are sized based on the width at either end, where they connect to the lugs on the watch. So your "22mm steel strap" is 22mm wide at either end. But clasps like this are sized based on the width of the strap/bracelet at the center, where they connect to the clasp. So a non-tapered 22mm bracelet or strap could still be 22mm at the clasp, but it could also gradually taper from 22mm at the lugs down to 20mm or even 18mm at the clasp. Measuring the width at the clasp area is the only way to be sure what size clasp you need to order for your 22mm strap.
