Q: does the stiffness of the cable bother you when you're moving and turning your head?

The cable does bug you a little when you turn your head but an easy fix is to try to run the cable on top and throughout the back of whatever head strap you have

Q: Can it be used to charge the quest and will it charge while plugged into my pc?

Yes, it will charge the quest while being plugged into pc. Usually it will charge while in use, but sometimes if connected with quest link the charging is disabled, not entirely sure why or when this happens but it happens with all cables i've tried.

Q: Is this only for VR gaming, or could you say tether a camra to Lightroom with it?

This is just a USB-C to USB-C cable (with one end being right-angled) and supports data. So, as long as the device you're using supports that type of plug, it will work.
